we'll have a few breaks so we'll see a couple of peeks of sun early. temperatures in the low 40s. yesterday we made 49. it's not going to feel as nice and the winds armily at 10 miles an hour. -- easterly at 10 miles an hour. got a couple of sprinkles possible late this afternoon and evening. we're watching this system in alabama now moving into the atlanta area. that will be the big storm. there's another piece of energy to the north, kind of storm number one. storm number two going to wallop new england. around here you'll need the heavier coats with temperatures in the mid 20s from fredricksburg to gaithersburg. la plata and manassas 25. we're hovering at 33 at reagan national. here's monika samtani with time saferrer traffic -- timesaver traffic. volumes picking up. absolutely. the incident we're talking

about is a four-car accident. it's before georgia avenue along the left side of the roadway. we were on the known with maryland state police. they're telling us they need to move the cars to the right shoulder so she may have to close the lanes for a bit westbound 495 you see that slow traffic forming there in silver spring as well. let's take a live look and show what you it looks like first of all at university boulevard. you can see that traffic is jammed here. now we'll go to the next camera shot and if you're planning to head here in new carrollton heading around toward the outer loop and 95, you'll be okay. the brake lights are beginning closer to new hampshire avenue. you saw that heavy traffic at university boulevard. so keep that in mind. here's what did looks like northbound i-95. no issues coming up from dale city to spring field and on to 395. back with more in a few minutes. andrea and mike. the ongoing chandra levy murder mysteries that renewed attention. her murder rocked the district and made national headlines more than a decade ago. >> ingmar guandique is serving

60 years for killing levy but was there a flaw in the prosecution's case? ingmar guandique is due back in court today. a lot of people are asking. delia goncalves is live from d.c. superior court with what we know so far. good morning. >> reporter: what we know so far. not a whole lot of information but we can pass along some info for you. we know that the judge held two closed hearings recently and because the media press, we're finally able to pass along some information. the judge recently said that he was keeping all of these proceedings secret for, quote, safety reasons. let's take a look at some file video of ingmar guandique. we know that there are now questions surrounding one of the government witnesses who testified against ingmar guandique. the government relied solely on its witnesses to convict the illegal immigrant because there was no physical evidence linking him to the murder of chandra levy. and now because the witness testimony is a concern, you can expect the defense will likely

ask for a retrial. so bringing this case back to the forefront. again the murder occurred in 2001. ingmar guandique convicted in 2010. here we are in 2013 back here in front of d.c. superior court talking about this case again. this has gripped the nation, gripped washington, d.c. so certainly this will be at the forefront of many people's mind. who is this witness that is now in question. we don't know for sure but we have some possibilities and we'll take a look coming up in a half-hour. back to you, mike, andre came? >> delia goncalves live outside d.c. superior court. people will be paying close attention. >> oh, yes, yes. >> absolutely. 6:03 now. frederick police made an arrest in a smash and grab that we brought to you yesterday. the heist was tuesday at colonial jewelers. an officer chased the suspects until they hopped into a truck with virginia tags on it and drove off. police found alonso meadows driving the same truck yesterday morning. authorities are still trying to

identify the other two suspects that got in the truck. no arrests have been made in the arlington case we also told you about. a pedestrian struck and killed overnight in bowie. now maryland state police say around 12:40 a.m., it was a 40- year-old walking in the middle of the road on crane highway when he was hit by a car. the driver of that car stopped at a nearby gas station. president obama's pick to be the next head of the c.i.a. is headed to capitol hill for confirmation hearings. john brennan is expected to face some tough questions regarding america's policy for drone attacks. a justice department memo was leaked to the press this week which spelled out the administration's claim for when it would -- [indiscernible] -- to kill americans working with al qaeda even without a trial. some in congress say they want to question brennan about the policy because he's considered the architect of america's drone program. the vote on chuck hagel's

nomination to be secretary of defense is postponed. the senate armed services committee put it off after republicans demanded more information from the nominee on speeches he had made plus who had paid him for those speeches. there's also been concern over his lackluster performance during the question and answer sessions at his recent confirmation hearings. 6:06. jessica doyle is here with another your money report. >> the automatic federal budget cuts. sequestration. about three weeks away and everybody is saying this could be a big blow to the u.s. economy, to defense, to a whole list of things. >> defense is something that is definitely having some growing concerns. people keep asking the question, are we going to be safe if these cuts do in fact hit this year. the military is facing down $46 billion in defense spending cuts this year, most of that is due to sequestration which of course are those automatic spending cuts that will hit the federal government starting march 1 if congress doesn't act quickly to stop them.

our partners at u.s.a. today obtained some of the planned cuts to the armed forces. they include the air force planning to cut aircraft maintenance by a third, support would be cut to more than 30 weapons systems. and the pentagon announced yesterday that the 5,000 crew members of the u.s.s. truman will be staying in norfolk and not deploying to the persian gulf saving hundreds of millions of dollars. outgoing defense secretary leon panetta spoke to u.s. d.a. about these concerns -- "u.s.a. today" about his concerns with these cuts. >> if something else came up in syria or mali or in libya, it wouldn't necessarily be an automatic thing that we'd be able to send troops or equipment to those places. >> there are other areas that could be impacted too besides direct defense consequences. there would be no money for military air shows like we see at andrews, no flyovers at sporting events like the super bowl or nats park.

troops in the field will take a hit in the pocket, too. a planned pay raise would be cut nearly in half and civilian defense workers could be furloughed, as many as 800,000 d.o.d. civilians around the country for up to 22 days. they could also face a 20% cut in their salaries. we know the impact that would have in the washington area. >> huge. >> we're feeling it now. march 1. up next, we're getting physical in february. >> valentine's day is coming up. and your sweety may be in for something more than buying chocolates. we'll explain.

howard here with your weather first. it's going to be a cloudy day. we may see a few peeks of sun. otherwise cloudy conditions. highs ranging from the upper 30s, north to the mid-40s south. 41 here in dg. i'll be back -- in d.c. i'll be back in a few minutes talking about the big storm headed to the northeast. big problems on the beltway north of town. that's because of an accident that happened i'd say about half an hour ago on the outer loop of the beltway before georgia avenue. look at this traffic. it is completely jammed heading up to the accident where the two left lanes are blocked.

afternoon. perhaps 41 for that high. back in the upper 30s, even through 8:00 p.m. we could see a stray shower or two late this afternoon, this evening, but the bulk of the rain will be developing overnight tonight. east winds about 10 miles an hour. some cold temps up north. we have teens and 20s. the cold air is in place here. for us, just not going to stay cold enough or long enough even though right now we have lots of temperatures which are down in the mid and upper 20s like in germantown at 26. it's 25 for millersville and baden this morning. upper marlboro coming in with 26. 27 in fairfax. and 3830 in leesburg -- and 30 in lease burke. good visibility. -- leesburg. good visibility. we do have mostly cloudy skies at national. 33, feeling like 33 with calm winds. we've got energy to the north, energy to the south. they're going to come together off shore. this is really going to develop just east and northeast of us. for us the clouds thicken up today. tonight we're going to watch as the moisture moves in,

especially after the midnight hour. far west and north, some sleet, snow, freezing rain mixing in. could be a few icy issues well north and west of d.c. tomorrow morning. here comes the bulk of the rain midday into the afternoon, especially east of town. there goes low pressure scooting off to the east with snows wrapping around into friday night and saturday early. so some snow showers here and heavy, heavy snows up across areas of new england. just want to show you one computer model here. the snow projection for new england. all these areas in orange are two feet or more. i've seen even higher totals than this so locally 3 feet possible. don't think it will make it into northern new jersey but going to be one heck of a snowstorm up there. around here temperatures only in the low 40s with the clouds around. a peek of sun early. tonight rain develops, a little bit of snow, sleet and rain well north and west of us. 35 in town. closer to 31 in the cold spots. tomorrow rain. more east, less west but even d.c. could get moderate rain for a while with a high of 46.

by saturday windy. some snow showers friday night and saturday. some of the gusts friday night 45 miles an hour. we clear out sunday. sunday looks better with a temperature 39. more rain possible by monday and high of 53. monika samtani is in our timesaver traffic. so-so morning so far. things are getting worse right now. northbound new hampshire avenue after adelphi road at oakview drive. we're just getting word of a pedestrian struck. this sin side the beltway northbound new hampshire avenue at oakview drive. we know the two right lanes are blocked. montgomery county police were keeping in touch with them to get more information but in the meantime keep that in mind and maybe use an alternate route and not use new hampshire half. also we've had issues on the beltway north of town. outer loop of the beltway before georgia avenue. the accident was moved to the right shoulder. look at what it left for you. let's take a live look there on the outer loop where at route 29 you can see it jams up as you head toward the accident where again everything is on the shoulder. a live look as well 270 southbound which is slow route

where you'll find of course montgomery high school. if you've been there you know the four corners area is very busy. this week the students we're profiling are literally saving lives on the streets near their school. check out how. >> reporter: intisy intersections and distracted teenagers could have dangerous consequences. >> we need to get the word out it's not safe. >> reporter: montgomery blair high school sits in one of the top ten access prone areas in the country for pedestrians. >> this is a really busy street. we have chipotle across the street. you know students are going to cross the street. >> reporter: which can be deadly if you're not paying attention. this metro bus is aimed at stopping that. it's part of a campaign called the blair walk project. that is senior hillary's watchful stare. >> i see who's coming.

hey, i saw your eyes. >> reporter: be seen and be safe. a strong message put together by a local marketing firm with the students as their guide. >> what do we think the best words are here to work with? >> swag. >> reporter: if it doesn't sound cool, it's not going to resonate with teens. so students also came up with these neat wrist bands to support the effort. >> this one says get hit by a bus, fail. this one says look both ways, flag. flag is one of those like teen buzzwords that adults like to drop whether they think they're hip but they're not. it was a good marketing technique. people wore them. >> reporter: what went around word that police were giving out tickets for jaywalking, 50 bucks a piece. look out for your safety and your wallet. that combination worked to safety coordinator dan buckle. >> we had a 45 % reduction in

i'm andrea roane. it should be dry today says howard. i'm mike hydeck. we're glad you're waking up with us. howard is on the weather terrace. things will be changing soon. >> clouds around. it's thicken up already. the cloudiness is going to limit the sunshine which will keep a lid on the temperatures. here's a look at your day planner. expect the clouds around. you see just a break or two toward the east now in the predawn sky. we'll have temperatures struggling to get above 40. 41 or so here for the high with an east wind at about 10 miles an hour. and the clouds thicken up. we may even see a sprinkle before the afternoon and evening is out. temperatures, though, really going to be struggling as i said. got some snow north in michigan headed toward new york state into pennsylvania. the rains in alabama and georgia. that's the energy that's going to lead to that big snowstorm up in new england. for us generally rain later on tonight and on friday with temperatures this morning from the mid-20s to the lower 30s. so bundle up. only around 41 for that high. monika samtani, things have been going downhill the last hour. >> all of our problems seem to

be kind of concentrated around the same area of montgomery county. first of all the accident on the outer loop of the beltway before georgia avenue was moved to the shoulder from the left side of the roadway all the way to the right shoulder so she had to close the lanes for just a few minutes. but that caused this on the outer loop of the beltway. let's take a live look there. on the outer loop where you're going to find that slow traffic from at least colesville road with your lanes open westbound on 495. let's take a live look at our traffic camera on the northbound side of new hampshire avenue at oak view drive inside the beltway. awful he got all of this to deal with coming north from adelphi because of a pedestrian struck. that activity along the right side of the roadway. montgomery county police on the scene there. now northbound i-95 in virginia. that's been incident free this morning, but the slow traffic has begun. dale city to the occoquan and here in springfield. back to you, andrea and mike. >> thanks, moen came. time to -- monika. time to check with our partners at cbs this morning. >> charlie is in new york where

possibly why. we're not sure yet. >> reporter: no. still lots of unanswered questions but we can tell you the judge will likely reviewing information about the witness in this case. the defense says if the witness is now in question, then a new trial could be in order. that's because the government relied solely on witness's testimony to convict the illegal immigrant back in 2010. there was no physical evidence linking ingmar guandique to the murder but an inmate told the court guandique confessed to assaulting women in rock creek park. the judge held two secret hearings on the issue, note, for safety -- quote, for safety reasons. >> we can't really discuss anything. i'm sorry. we're just extremely concerned that a matter of this importance and interest to the community is happening behind closed doors. we certainly hope that the court will give us release

soon. >> reporter: the defense attorney trying to get some information out to the public and because we, the media, pressed the judge on this issue, we can pass along just a little information to you instead of all of this really being tied up in the court. so we will have a crew here later today at the hearing when ingmar guandique will appear himself, transferred from his prison cell in alabama here to the d.c. superior court. we'll have a crew here as well and bring yous very latest as soon as we get it. back to you, mike. >> will any levy family members be there as well? >> reporter: levy members are not scheduled to be here. i am hearing that they don't even know much more information than we do they're getting their reports from the media. they don't know why this case after so many years is back in the courtroom. you know the mother and the father was very involved and they were here every day during

the trial. so certainly they will be paying close attention to the developments. >> delia goncalves live outside d.c. superior court. after floaght the idea, we'll have to wait now till may before hearing whether the boy scouts of america will lift its ban on gay scouts and leaders. the national executive board was supposed to make the decision yesterday but decided to reschedule the vote until its national meeting this summer. they say it will give leaders more time to deliberate because of the complexity of the controversial issue. lance armstrong gets a two- week extension to think about cooperating with the united states antidoping agency. they want him to testify against other cyclists about a very wide doping scandal that they say he's involved in. and he has now until february 20 to decide whether or not he wants to participate. he could possibly get his lifetime ban from sports reduced to eight years if he participates. if he doesn't, that will not be

reduced. meet marco rubio, one of the new republican leaders of the party. he will deliver the g.o.p. speech at president obama's state of the union address. he is called a strong advocate for conservative principles. the 41-yard is already being talked about as a possible presidential contender in 2016. it's 6:36. jess came is here with another your money report. >> big changes to the skies above us. >> a new merger in the airline industry would create the world's largest air carrier. "the wall street journal" reports that american airlines parent amr and u.s. airways are hashing out the final details of this deal. the all stock deal would be executed as a reorganization that takes american out of contactor 11 -- chapter 11 bankruptcy protection. a new look at black america and disturbing results. black unemployment is much higher than the overall population and unemployed

longer. the black unemployment rate is 13.8%. workers unemployed for 99 weeks, 29% ever black. having a college degree doesn't necessarily help as much as it does for other job seeking populations. budget cuts are forcing the u.s. postal service to cut out saturday mail delivery. it will still deliver packages on saturdays but letters and magazines will be limited to monday through friday. the postmaster says this move will save $2 billion a year. that is still short of the $16 billion the postal service lost last year alone. this just goes to show anybody can get hacked. the latest hacking victim, the federal reserve. an outside party gamed access to the website and a limited amount of data. this is raising questions about the central bank's cybersecurity measures. >> that's a head shaker. >> yeah. there has been a lot of hacking attacks recently taking down

mm i went potty! th'sreat, honey.... wher for life's bleachable moments. hello and welcome back. 6:42. get ready for changes in our forecast. it's going to get cold and rainy. >> some snow on the back side of the storm but a tiny bit compared to what's going to happen up north. looking at some of the numbers, one of the models, almost four inches of liquid equivalent in worester, massachusetts. that's tough to fathom. sometimes we say snow will be -- i can't imagine 50 to 60 inches of snow happening but

that is what one of the computer models are saying in the worcester area. around here we have the clouds that have thickened up. generally cloudy and colder day today. east winds around 10 miles an hour with highs struggling to get toward 40, 41 degrees. some of you are going to stay in the upper 30s, especially north of town. this morning it's already in the mid-20s in leesburg. haymarket is 29. we've got 27 in waldorf and over at andrews. 25 in bowie this morning. outside we've got the cloud cover. yeah, that's there but we don't have any precip around. that will be the case i think for almost the entire day. calm winds thankfully with a temperature of 33. the air kind of dry. dew point 22. humidity 64%. so we're watching moisture to the north with one storm and also to the south with the second storm. this guy is going to be the one that really has the explosive development off shore as we go through friday and friday night. futurecast showing the clouds

around for the afternoon. some showers by 5:30 pushing toward roanoke. we could see that in here really toward midnight or so. even cold enough for snow in southwestern virginia. we'll watch it creep up i-81. there could be some problems in a few areas overnight well west of town and north of town but generally the i-81 corridor into the mountains late tonight into tomorrow morning. now we're watching low pressure coming up the coast here. by noon we've got the rain around here. this low pressure is going to be scooting off toward the east. by 5:00 we're done with the rain. still raining in the delmarva but the snows will be flying in new england. how much is it going to change over along the coast? that's one of the biggest questions we have. it depends on the exact track. the low actually south of long island, south of montauk by midnight tomorrow night. the winds behind it cranking bringing in some snow showers toward us with gusts to 40, 45 miles an hour. and then even by 3:00 still a passing snow shower. we'll try to clear out some by saturday morning but a very windy night friday night.

through your thursday. >> not getting any better. >> thank you. >> here i go with all the bad news. sorry. if you're planning to head on the outer loop of the beltway, at least you're informed about it. on the outer loop before georgia avenue, the accident was long moved to the shoulder but left a lot of slow traffic heading westbound on 495. let's take a live look outside. if you're planning to head around from colesville road, there's the outer loop. it will be slow right around toward georgia avenue. let's take a look inside the beltway on the northbound side of new hampshire avenue at oakview drive. just north of adelphi. there was a pedestrian struck. montgomery county police have been on the scene for a good half-hour now, that's causing some delays as well. that was along the right side. now an accident in virginia. this is northbound 395 at edsall road along the right side of the roadway. it looks like maybe only one left lane is squeezing by. the hov lanes are fine but again expect this delay to form coming out of spring field because of this accident. america is one big pothole

right now. that's what outgoing secretary of transportation lahood told mpr's diane real in a live interview yesterday. he lamented that the u.s. wants the -- u.s. once the leader in infrastructure is now falling behind other countries. he blamed the lack of adequate funding in the current transportation bill. lahood told reem this administration will have to come up with a bold plan to not only fix our highways but also our unsafe bridges. here's a little background. if you remember, the current transportation bill was passed just in the nick of time last summer, but they passed it only for two years because of a lack of funding. normally it's for five years. so that's a big deal because we're going to have to revisit that again in 2014. so he is known to advocate for livable communities. he's very pro-bike, very pro- pedestrian and he lives right near work. well, he's retiring so he's saying whoever replaces him is going to have to come up with some pretty out of the box thinking because even those
